Issue 1699: Downloads when closing chrome

What steps will reproduce the problem?
1. Start a download
2. Close chrome whilst the download is still in progress
3. Re-open chrome
What is the expected result?
When closing chrome, a warning should be displayed that there are active
downloads and they will stop when Chrome is closed. If the user chooses to
close Chrome, the download should be paused. Upon re-opening Chrome, they
should resume.
What happens instead?
Chrome closes without warning downloads are running. The downloads are
cancelled (not paused).
