Issue 1706: Closing the unique tab in a chrome window closes the chrome

Add OK or FAIL after other browsers where you have tested this issue:
Safari 3: -
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. Open a new instance of chrome
2. Close the tab
3. The window closes
What is the expected result?
Either do not allow to close the last tab in the window or show a new tab.
To close the window should require using the X in the upper right.
What happens instead?
The window closes.
Please provide any additional information below. Attach a screenshot if
possible.
