This is something that a very very small percent of users will want.  In  
fact, I do
not encourage this at all, because we intentionally don't allow cookies on  
file://
over security concerns.  I would not want this as a preference as it allows  
the user
to make their browser less secure.  If you want to modify your source and  
build your
own Chromium, or to run with a non-recommended command line flag, then  
you're surfing
at your own risk.
