Issue 1856: Time display incorrect for time zones in the southern hemisphere

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3:
     Firefox 3:  OK
          IE 7:

What steps will reproduce the problem?
1. Set computer to southern time zone with DST (e.g. 'Pacific/Auckland')
2. Display time from Javascript in browser

What is the expected result?
The correct time w/o DST.  DST is applied during the the other part of the
year in the south.

What happens instead?
The time is advanced an hour.  Apparently DST is being applied out of  
season.

possible.
