This is by design. Chrome auto-updates in the background and this is simply
notifying
you that you won't start using the new version until you restart Chrome.
We strongly believe auto-updating is the right thing for the vast majority
of users,
since outdated versions of browsers are a constant source of security
problems.
Now, I thought there was another bug I could mark this as a duplicate of,
but I
couldn't find it so I'll just change the subject and leave it as is. Maybe
someone
else knows the bug number for duplicate-marking.
