Issue 1858: template_url_prepopulate_data.cc causes 102 unneccesary static

There are 102 static initializers from all of the engines_XX arrays. I
think they were meant to be arrays of pointers, the initializers now are
doing a lot of unneeded copying. Have a CL coming up.
