Issue 1845: cant alignt text to the right using right shift and right ctrl

Actually, it's not related to Hebrew characters only.
Every textbox/textarea (even with English text or no text at all) should be  
aligned
to the right when pressing the right ctrl+shift, and aligned to the left  
when
pressing the left ctrl+shift. You can see this behavior on IE7.

After this bug is fixed, here's a scenario you may test:
Compose a new mail on Gmail, and in the textarea of the mail's body press  
the right
ctrl+shift, insert some text and send the message.
Now open that sent message and see if the text is aligned to the right (it  
should
be...).
