Issue 2036: Cannot drag a tab to another Chrome window if current window is  
maximized

What steps will reproduce the problem?
1. Start 2 Chrome windows; let's call them chr1 and chr2
2. Maximize the window for chr1
3. Open an url in a tab in chr1
4. Try to drag the tab into chr2 window

What is the expected result?
Since chr1 is maximized and you cannot see the chr2 window, use the Windows
standard GUI method of dragging the tab over chr2 button in the task bar.
The chr2 window will pop to the foreground and you will be able to drop the
tab into the chr2 window.

What happens instead?
Nothing.  The chr2 window does not pop to the foreground when hovered over
in the task bar
