Issue 2080: File select control being reset by cancelling the dialog box

Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. Open any page that contains a file select control (<input type=file />).
2. Choose file, any file will do.
3. Repeat choosing any file. This time, end the dialog by clicking Cancel.
What is the expected result?
The first file chosen should stay in the file select control.
What happens instead?
Chrome reset the file select control to initial state ([Choose File] No
file chosen).
