Issue 2045: "view source" is broken on the trunk

Confirmed that this was the cause of the regression.
The r997 sets an override encoding on the view-source page.
When this override is applied, it forces a reload of the view-source page,
which
results in the observed janky/dissapearing page:
main_frame_->frame()->loader()->reloadAllowingStaleData(new_encoding_name);

WebViewImpl::SetPageEncoding(string&))
