Issue 2109: UI locks up when dragging files to desktop

What steps will reproduce the problem?
1. Download a file
2. Drag it to the desktop
The UI locks (can't switch tabs or interact with the page) up until the
file is done copying to the desktop. For the 300MB file I just did this
with it took ~15 seconds.
