I now agree that this is a duplicate of issue 138.
Although the junk line is not a header field continuation
line, the fact that WinHTTP doesn't support header field
continuation means WinHTTP can't tell a continuation line
and a junk line apart. They both look like a junk line
to WinHTTP.
If I change the equal sign (=) in the junk line to a colon (:)
like this:
p3pP:"NON CUR OTPi OUR NOR UNI"
then WinHTTP works. It seems that WinHTTP strictly enforces
the message header format specified in RFC 2616 Section 4.2:
message-header = field-name ":" [ field-value ]
