Issue 2351: IDNs don't show as Unicode but instead in Punycode in the DNS  
error screen

Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: FAIL
     Firefox 3: FAIL
          IE 7: FAIL

What steps will reproduce the problem?
1. Open http://россия/

What is the expected result?

The IDN domain suggested should be shown in Unicode.


What happens instead?

The domain is shown in Punycode.

Please provide any additional information below. Attach a screenshot if
possible.

I've added Russian language (and Bulgarian too) so it's not because I  
forgot to
add it.
