Issue 2399: [magic_browzR] New tab (plus sign) is not working while in
incognito mode and chrome was started with magic_browzR flag

What steps will reproduce the problem?
1. open chrome with --magic_browzR switch on
2. open a new incognito window
3. try to open a new tab clicking the plus sign (other ways seem to work
though)
What is the expected result?
open a new tab
What happens instead?
does nothing
