As stated in comment #2, the closing --> is missing causing the issue.
Attached is a
reduced test case.
Note that in the <head> there are a couple of <script> tags. Removing these
doesn't
reproduce issue. If there is no <script> tag, then page renders correctly
as in FF
and IE.
