Issue 2655: Tab disappears but is still active

What steps will reproduce the problem?
1. Open 3-4 tabs
2. Keep clicking and moving around the tabs in the top bar
3. Tab will disappear, but the place will still be occupied but is not
clickable (see Screenshot)
4. close the surrounding "visible tabs" and the "hidden tab" will show on
the main screen (see Screenshot)
Note: All tabs had a different page so I coudl tell which page was showing.
For the sake of this bug I changed them all to the google.com page)
What is the expected result?
The tab should never "hide"
What happens instead?
The tab hides.
Please provide any additional information below. Attach a screenshot if
possible.
