Issue 2658: [L10N]:[CHS]: No fully translation for the dynamic strings on

I am not sure if this is a bug or it is because not ready yet.
[Steps]
1 Launch Chrome
2 Set Chrome as default browser
3 Switch Chrome language to "Simplified Chinese"
4 Navigate to "Chrome Options->Basics"
5 Observe
[Result]
Under "Default browser:" section, there is only string "Chrome" displayed
there, I checked the status for this message (1458318681022357902) on TC,
it is already in the translated list, but only "BROWSER_NAME" displayed
there.
[Expected]
Should display a full translated string, for example "当前默认的浏览器是
Chrome"
[Notes]
1 Not reproduce for Traditional Chinese, Korean and Japanese.
2 For Simplified Chinese, there are a lot of messages have the same
problem, I only list part of them here:
