Issue 2825: Download bar make page lose bottom strip

Add OK or FAIL after other browsers where you have tested this issue:
Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. download something. The download bar will appear at the bottom of the
page.
2. don't close download bar, but close current page. The download bar still
there.
3. Alt+TAB change to other application, then change back.
4. there would be a white strip at the place where download bar appeared.
What is the expected result?
Download bar should still there, and can be close.
What happens instead?
Download bar is not available, with a white strip instead. If you don't
change to another application after close current page, the download bar
still there but couldn't be closed.
Please provide any additional information below. Attach a screenshot if
possible.
