Comment #63 by clive386: The issue is that when you actually click the middle mouse button, a circle with arrows appears and performs a 'scroll lock' which allows you to move up and down the page just by moving the mouse. Clicking again releases it. Check it out in Internet Explorer or Firefox and you'll see what we mean. That's the issue that this is about.
