Issue 2921: Chrome should alert the user if proper language fonts are not

Netscape 4.x prompted a user to download fonts in such a case (in those
days, non-CJK
Windows 9x didn't come with CJK fonts), but the feature was dropped in
Mozilla 1.x
and Firefox. We may simply alert users to install fonts as IE does and
Anatha suggested.
