Issue 3018: Closing tab freezes all tabs for about five seconds

What steps will reproduce the problem?
1. Create a new tab
2. Close the new tab (either immediately or after some time)
What is the expected result?
I expect some slight degree of higher CPU usage from whatever cleanup tasks
the tab needs to perform.
What happens instead?
CPU usage (as seen through the Windows Task Manager) is unchanged, but all
of Chrome remains unresponsive for about 5 seconds. I can't switch to any
other tabs, bring up the Chrome Task Manager, or click on any buttons or
menus in Chrome. If I minimize the Chrome window and restore, the window
will not redraw until the ~5 seconds have passed. Then everything works
normally again.
Please provide any additional information below. Attach a screenshot if
possible.
This is not 100% reproducible. I see it happen about 10-20 times per day,
affecting perhaps ~10% of the times I close a tab. It seems to happen more
often when I open a tab, visit a site, and then immediately close it.
Perhaps it's waiting for something to finish loading, and trying to close
it at the same time is a problem?
I thought maybe this was a Flash issue, and indeed it seems to happen more
often on pages with Flash, but I've had it happen occasionally even on very
simple websites without any dynamic content at all.
