Issue 3057: Let both Go and Reload change to Stop

Product Version : Chrome/0.2.149.30 Safari/525.13
What steps will reproduce the problem?
1. Click Reload
2. Click Stop
What is the expected result?
The Stop button is nearby, within easy reach.
What happens instead?
The Stop button is clear on the other side of the screen.
Please provide any additional information below. Attach a screenshot if
possible.
At 1280x800 or 1280x1024, Stop and Reload are 1100 pixels apart. (see
attached screenshot)
