This is by design and for security.  Safari 3.1 does not allow this  
either.  There are two reasons to disallow these
links.

1) If a malicious web site can plan an HTML file in your file system and  
navigate your browser to that file, then
the attacker gains the privileges of a local HTML file.

2) If the renderer is compromised, the attacker can use this feature to  
read arbitrary files on the your machine
(such as /etc/passwd).
