Issue 3090: Chrome should show more sign >> for tabs if the tabs are more
than the space

What steps will reproduce the problem?
1. Open couple of tabs and if you now reduce the size of browser windows
2. Ether some of the tabs got hidden or "+" sign come on top of tabs
3. Then if you open couple of more tabs from "+" sign, now "+" sign will
disappears, will go the extreme right and you have to resize the browser
window or have to close few tabs to see it
What is the expected output? What do you see instead?
