Issue 3116: Crashed (sad face)_tabs are not restored after a crash

New issue report by [EMAIL PROTECTED]:
1. Open a few tabs, crash a few of them
2. Force quit Chrome
3. Re-open Chrome, choose to restore the tabs in the infobar
You expect your tabs to be restored in the same state, including crashed
tabs. Instead, the crashed tabs have disappeared.
