Issue 3128: Chromium (r2822) 's incognit windows bypass proxy, set  
by "--proxy-server".

   Add OK or FAIL after other browsers where you have tested this issue:

What steps will reproduce the problem?
1. fire up chromium with a ad-filtering-proxy or other proxy by applying
the command-line switch e.g. --proxy-server="localhost:8080"
2. view any page in chrome's normal mode, the (ad)proxy works fine.
3. open a InCognit window from current Chromium instance and browser the
same URL.

What is the expected result?
Ads pop up (or lost connection) and the ad-proxy have no indication of any
traffic passing through. InCognit window bypassed the proxy set by command-
line switch.

What happens instead?
of no exception

Please provide any additional information below. Attach a screenshot if
possible.

I tried it with Privoxy and BFilter. the situation is reproduced. I just
tried r2822 and dont know if other versions share this problem.
