What steps will reproduce the problem?
1. download a file

What is the expected result?
there should be a way to restart the download
What happens instead?
there is no way to restart the download
Please provide any additional information below. Attach a screenshot if
possible.
when the download is corrupt due to connection/server problem, there's no
way to restart the download, and all new download attempts from the same
URL will just pull the corrupt download from the cache, so the only way to
re-download the file is to clear the cache first, which is very annoying.
