Issue 3172: CPU Utilization is very high when PDF file is scrolled using  
scroll button mouse.

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: Not Tested
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Open any PDF file via HTTP link
2. Try to scroll the contents of the file using a scroll mouse
3. The CPU utilization increases drastically.

What is the expected result?
The scroll should work smoothly as in IE.

What happens instead?
The CPU utilization increases to almost 99% leaving the whole system to
slow down.

possible.
