Issue 3174: Ajust width of brower -> Closing punctuation displayed at the  
beginning of the line

Build: 0.2.153.1 (Official Build 2519)

Other Browsers:
   Safari: Fail
Firefox3: Fail
      IE7: Fail

Steps:
1. Launch Chrome
2. Go to http://www.w3.org/International/tests/sec-line-break-2
3. Find "23B5" under "Closing punctuation" section
4. Adjust the width of the Chrome to see the line wraps
5. Observe

Result:
Closing punctuation character U+23B5 can be displayed alone at the
beginning of the line

Expected:
Closing punctuation should wrap with the previous character and should only
be allowed at the end of the line

Notes:
Chrome and Safari is doing better than Firefox and IE7, only U+23B5 failed
on this test page
