Issue 3181: Options menu consistently crashes in Windows XP 64-bit

What steps will reproduce the problem?
1. Open up Google Chrome.
2. Click the arrow beside the wrench.
3. Select "Options".

What is the expected result?

I want to see the Options menus to figure out what I can/can't tweak.

What happens instead?

"Whoa.  Google has crashed.  Restart now?"

Please provide any additional information below. Attach a screenshot if
possible.

The same behavior also occurs when attempting to report a bug in XP64...it
crashes.
