There are two volume controllers and they should be independent. If you
use the
keyboard controls then the system-wide volume increases and the slider in
the
applications moves up. Now slide the UI volume control down to see the
impact of the
application-specific volume controls.
Our behavior matches other applications, like iTunes and Windows Media
Player where
the application-specific volume can be changed by the mouse but not the
keyboard
keys.
It could be that Pandora is trying to intercept the keyboard but that is
actually not
a good thing to do. Users (like me) may want the system-wide volume at
higher than
the application-specific volume so music is not as loud as system events or
the
sounds from other applications.
Given that Chrome's behavior matches iTunes and Windows Media Player I am
going to
close this as WontFix until someone can demonstrate that the problem is a
failure to
allow Flash to intercept keys.
