Issue 3239: Download panel freezes if you close the tab that started it

What steps will reproduce the problem?
1. Start to download one file from any website
2. During the download, close the tab where you've started the download
3.
What is the expected result?
In my opinion, the panel should not freeze and should have an option to
minimize it
What happens instead?
The download panel right in the bottom of the window freezes and only
disappear after the download finishes
Please provide any additional information below. Attach a screenshot if
possible.
See attached screenshot, it contains the frozen download panel and the tab
that started the download was closed.
