Maybe all masks are broken, but svg masks are definitely broken. This
includes the following tests:
LayoutTests/fast/backgrounds/svg-as-mask.html
LayoutTests/svg/W3C-SVG-1.1/masking-mask-01-b.svg
LayoutTEsts/svg/batik/masking/maskRegions.svg
