What steps will reproduce the problem?
1. Go to a site with an SSL error (expired certificate preferred)
2. Wait a few minutes (or less, or immediately) and click "proceed anyway"
What is the expected result?
The title of the tab will change to the title of the page.
What happens instead?
The page sometimes carries the title "SSL Error".
