If it is in the middle of a file, it isn't a BOM, it is U+FEFF For backwards
compatibility . There is no reason for ZERO WIDTH NON-BREAKING SPACE  to  
appear in a
file, since U+2060 WORD JOINER should be used instead of U+FEFF.

For backwards compatibility it should be treated as ZERO WIDTH NON-BREAKING  
SPACE and
should only occur within a text string.
