What steps will reproduce the problem?
1. With the latest design for downloading exectubbles, user can't able to
PAUSE the downloads. We should provide the ability to pause the downloads
even with the executables to maintain consistency with other downloads.

Should be able to pasue the downloads with executables.

can't pause the download.
