Issue 3437: Unable to download files at all from any site

Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. Start downloading any file on the Internet
What is the expected result?
File begins downloading - progress indicator shows bytes downloaded going
up.
What happens instead?
Download bar on tab shows message "Starting..." - no progress.
Downloads tab shows file with message "0B of xxxKB" - no progress.
File doesn't get downloaded at all!
Please provide any additional information below. Attach a screenshot if
possible.
This problem began on October 12th. Since then, I have not been able to
download any files from the Internet.
