Issue 3455: "Restore the pages that were open last" reopens last closed tab

Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. Enable Options > "On startup" > "Restore the pages that were open last"
2. Close the all the open tabs one by one (Ctrl+W or Ctrl+F4). Closing the
last one (Ctrl+W or Ctrl+F4) will quit Chrome itself.
3. Run Chrome again
What is the expected result?
Chrome should open the default "home page".
What happens instead?
Chrome reopens the last closed tab.

possible.
