Issue 3465: [Alt+Shit+t Navigation] Return key on 'Remove' link of the
bookmark bubble takes me to previous page.

What steps will reproduce the problem?
1. Navigate to any webpage.
2. Alt+Shit+t on the browser window and use arrow keys to navigate to
bookmark bubble.
3. while keyboard focus is on Bookmark bubble, hit "return" key to show up
bookmark pop-up.
4. Do tabbing to go to "Remove" link and hit Return key
What is the expected output?
Bookmark should be removed.
What do you see instead?
User is navigated to previous page.
