Issue 3483: iframe scrollbar unexpectedly invisible

What steps will reproduce the problem?
1. <iframe
name="_content"
id="InlineFrame1"
style="position:absolute;
left:120px;top:150px;width:800px;height:700px;
z-index:11"
bgcolor="#ffdfff"
src="" frameborder="0">
2. Suspect "frameborder" issue.
3. load www.siggis.co.za (pricelist) to check
What is the expected result?
Expect no scrollbar when inline content is less than height.
Expect scrollbar when inline content exceeds the height.
What happens instead?
No scrollbar visible on page load. Scrolling makes the bar visible.
Please provide any additional information below. Attach a screenshot if
possible.
