Issue 3495: Labels on 'New Tab' page aren't displaying in the correct places

What steps will reproduce the problem?
1. Install the latest developer build 3464 of Chromium
2. Create a new tab
What is the expected result?
- The tab title shows 'New Tab'
- The thumbnails have a header of 'Most Visited'
- The Search box list is headed with 'Searches'
- 'Recent Bookmarks' should be the title of the recent bookmarks list
What happens instead?
- The tab title shows 'Cookie Name'
- The thumbnails have a header of 'New Tab'
- The Search box list is headed with 'Most Visited'
- 'The search boxes that you use most frequently on other sites will
appear here.' is the title of the recent bookmarks list
Please provide any additional information below. Attach a screenshot if
possible.
Based on the order of the labels, it looks like they're being displayed in
the correct order but have all moved across a place in the display order.
