Issue 3510: [Alt+Shit+t] Wrench button is has hover state, even after
Options dlg is selected

What steps will reproduce the problem?
1. Alt+Shift+t on Chrome browser window and use arrow key to go to wrench
menu.
2. Use Up/down arrow keys to select Options/About Chromium menu option and
hit enter key to select one of them.
3. Even after Options/About Chromium dlg is displayed, the Wrench button
still maintains the hover state.
Happens with Alt+Shift+t navigation only.
