Issue 3518: minimize/maximize/close buttons too high

Chrome Version : 0.3.155.0 (Developer Build 3499)
Other browsers tested: 0.3.154.3 (Official Build 3339)
What steps will reproduce the problem?
Just open with Win XP Home and compare with Chrome. I noticed this with the
Oct 15 release.
What is the expected result?
The minimize/maximize/close buttons should be fully visible
What happens instead?
They look like they go off screen. Same with the tabs
Please provide any additional information below. Attach a screenshot if
possible.
