Issue 3167: Sometimes "Proceed anyway" button in the bad site warning page  
doesn't work.

Product Version      : 0.2.149.30 (2200)
URLs (if applicable) : http://www.china-highway.com
Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: not tested
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Open http://www.china-highway.com. Bad site warning will be shown.
2. Click "Proceed anyway" to show the page. (This time works!)
3. Open ten tabs by clicking on different news item links.
4. Go to some newly opened tab, and click "Proceed anyway"

What is the expected result?
"Proceed anyway" should work.

What happens instead?
In many cases "Proceed anyway" does nothing.

Please provide any additional information below. Attach a screenshot if
possible.

BTW, I think the safe browsing feature should distinguish browsers. Many
bad things are only applicable to IE, so it's better not display many
warnings for Chrome.
