Issue 3550: clicking link in windows live creates a chrome process but the
browser doesn't appear

What steps will reproduce the problem?
1. receive a hyperlink from a contact on windows live
2. click the link
3. check task manager> Processes
What is the expected result?
chrome to start up and display the webpage
What happens instead?
if the link was to youtube for example, the sound from the video can be
heard but chrome itself doesn't show up even though there is a chrome
process active. However if chrome is already running when the link is
clicked, it will open the link in a new tab with no problem.
Please provide any additional information below. Attach a screenshot if
possible.
