Issue 3564: proxy set by command line ignored by incognit

Chrome Version       : r3523
URLs (if applicable) : http://whatismyipaddress.com/
Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3:
     Firefox 3:
          IE 7:

What steps will reproduce the problem?
1. start chrome with --proxy-server= switch
2. visit http://whatismyipaddress.com/ take down your ip address as IP1.
3. visit that site again in a Incognit window note the ip as IP2
4. close them all, launch another chrome with no proxy set. visit that site
again to get your real IP

What is the expected result?
IP1 and IP2 should be the same different from your real ip

What happens instead?
IP1 and IP2 are different. IP2 is real ip.

Please provide any additional information below. Attach a screenshot if
possible.

If it can work properly,
this feature is extremely useful when working with Tor.
Chrome may become standard Tor explorer =)

BTW:
proxy set in options dont have the problem
(but that proxy setting is shared with IE =( ).
