Issue 3594: Assertion when dragging a tab into an existing window

New issue report by [EMAIL PROTECTED]:
Create two windows with one tab each. Then drag one of the tabs into the
other window. When you lift up on the mouse, you get the assertion "Leaving
in an inconsistent state!" from TabStrip::DestroyDraggedSourceTab.
