Issue 3595: Paint issue with Browser window in maximized state.

New issue report by [EMAIL PROTECTED]:
--Launch Browser with --magic_Browzr option.
--maximize the browser window.
Notice the browser is not painted well. It covered by black back ground by
all four borders.
See the attached screenshot.
This is Vista business only and MagicBrowzr only, bug.
Can't reproduce this with Vista ultimate.
