Issue 3669: Vista only: Some Thai characters can not show correctly
with "MS Sans Serif" font

OS: Thai Vista
Other Browsers:
Safari: Fail
Firefox3: OK
IE7: OK
Steps:
1. Open the attached file in Chrome
2. Observe
Result:
Thai characters U+0E31 and U+0E49 showing differently on Chrome and Safari
compared with Firefox and IE7
Expected:
We should display them the same as Firefox and IE7
Notes:
1. Not reproduce on Thai XP
2. Found at http://1900.sanook.com/horoscope/horoscope_00045.php
