Issue 3678: Cursor style with Maximized window borders is "Resize" (instead

What steps will reproduce the problem?
1. Maximize the browser window.
2. Keep your mouse pointer at Left/Right window border. Notice the cursor
style changes to Resize ( <-> ) style as if you can resize the maximized
window
3.
What is the expected output?
Cursor style should be arrow.
What do you see instead?
Cursor style in "Resize" style.
